The present invention relates to a photoluminescent carbon nanopoint using microalgae residue and a manufacturing method thereof and, more specifically, to a photoluminescent carbon nanopoint using microalgae residue and a manufacturing method thereof, wherein the advantages using carbon nanopoints instead of radiation quantum dots based on a metals like sulfidation cadmium (CdS) and selenization cadmium (CdSe) are the carbon nanopoints stability in chemical light and biocompatibility. The carbon nanopoints synthesized using microalgae residue are originated from different natural products, wherein the microalgae residue have biosafety like toxicity within the cells.
