The present invention relates to an IP internet broadcasting apparatus system which has dual broadcasting apparatus for traffic reduction and failure. The IP internet broadcasting apparatus comprises: a content server collecting data from a content providing server; a remote control server transmitting data generated in a remote broadcasting apparatus and data of the content server to a VOD server in a telephone company; an external network local server storing data by downloading the data stored in the VOD server of the telephone company connected to an external network and then broadcasting through a local broadcasting apparatus; an internal network local server controlling the local broadcasting apparatus by being connected to an internal network; a network transfer switch connecting only one of the internal network and the external network to the network; and the local broadcasting apparatus broadcasting the data transmitted from the external network local server and the data transmitted from the internal network local server through a terminal.
