The present invention provides a pattern-expressing elastic pavement construction method comprising: a ground flattening step (S100) flattening a base layer composed of a concrete or ascon layer; a primer layer coating step (S200) coating a primer which removes dust and foreign substances from the base layer and functions as an adhesive for preventing the separation of first and second elastic layers; a first elastic layer construction step (S300) mixing waste tire chips and a binder, and coating the mixture on the upper part of the primer layer; a primer layer coating step (S400) re-coating the primer for preventing the separation of the first and second elastic layers; a second elastic layer construction step (S500) mixing EPDM rubber chips and the binder and constructing the mixture layer on the upper part of the re-coated primer layer; a design (pattern) working step painting a design on the upper part of the second elastic layer; a urethane sealing agent coating step (S700), which is a step (pattern) mixing a urethane sealing agent and a urethane pigment and powder into a mixture, painting the colors of the mixture on the constructed design; and a coating agent coating step (S800) coating a coating agent for blocking ultraviolet rays on the upper part of the urethane sealing agent. The pattern-expressing elastic pavement construction method is provided to prevent patterned areas and base areas from being gaped by expansion and contraction generated by the differences of the hardening speed and changing temperatures during the construction of the second elastic layer which is composed of existing patterned areas and base areas, since the urethane sealing agent percolates down through the inside of the second elastic layer consisting of the EPDM rubber chips and the binder.
