The invention provides a manufacturing method of a sealing component realizing the sealing performance between a cylinder and a piston and improving the durability of a pump, and a forming device. In the manufacturing method, the sealing component is provided with a flat part (50a) and a sealing part (50b). The method includes installing a round resin plate (50S) having larger innder diameter than a first cylinder part (111) on a first tool (110) provided with the first cylinder part (111) and the first bottom face part (112); installing a second tool (120) provided with a second cylinder part (121) and a second bottom face part (122) on the first tool (110); clamping and pressing a plate component (50S) with a predetermined pressure through the first bottom face part (111) and the second bottom face part (122) and heating to a predetermined temperature. Thus, the flat part (50a) is formed between the first bottom face part (112) and the second bottom face part (122).
