Air bubbles are gradually released into water from the hole and the external water of a tsunami is introduced into the sealed structure, so that the pressure of the inside is gradually increased, the difference from an external pressure is relatively reduced, and an action pushing back an airtight door is exerted. For example, an air discharge quantity is regulated such that the pressure of the inside becomes a half of an external water pressure. In this case, it is important that an air quantity other than an air quantity required for survival kept above by a partition wall is subjected to release. That is, the air release hole of which hole diameter is regulated so that the air can be released until a peak of the tsunami passes is provided and water of the tsunami is introduced.
