PROBLEM TO BE SOLVED: To prevent, in a cleaning device that is arranged above an image carrier and cleans the image carrier, occurrence of leakage of a toner accumulated on an elastic member that contacts the image carrier to seal a gap between the cleaning device and the image carrier.SOLUTION: A polishing roller 353 rotatably contacts a rotating surface 31B of a photoreceptor drum 31 from the above. A loop seal 359 is disposed on the upstream side in a direction of rotation of the photoreceptor drum 31 of the polishing roller 353. The loop seal 359 prevents leakage of a toner recovered by the polishing roller 353. The loop seal 359 is formed by a sheet member being bent in a loop shape. The loop seal 359 has a peripheral surface that contacts a cylindrical surface 31B of the photoreceptor drum 31. The loop seal 359 is formed in a cylindrical shape to prevent accumulation of toner on the loop seal 359.
