PROBLEM TO BE SOLVED: To provide a congestion control system capable of suppressing a deterioration in a congestion state due to an increase in outgoing requests to a call control server when a disaster occurs, and a terminal device.SOLUTION: A congestion control system 1 comprises: a call control server 10a which transmits an outgoing disable signal to a terminal 60a and a distribution request notification to a distribution server 40 when receiving an outgoing request from the terminal 60a in a congestion state; a network state detection server 20 which acquires state information from a call control server 10b other than the congested call control server 10a and another network connection gateway 30, and transmits it to the distribution server 40 as network state information; a distribution server which generates outgoing enable information including an outgoing enable time period during which the terminal 60a is allowed to make an outgoing call and transmits an outgoing enable signal to the terminal 60a at a start time of the outgoing enable time period when receiving the distribution request notification; and a terminal 60 comprising an outgoing enable/disable control unit 63 which sets the outgoing request to outgoing enable or outgoing disable.
