The aim of the present invention lies in providing a responsive voltage control device employing inexpensive, conventionally employed equipment, which does not interfere with the operation of a power system. The voltage control device is provided with: a control amount separating section (21); a windmill control device (22); and a capacitor bank control device (23). When it is found that the system linkage point voltage (Vr) at a system linkage point where a windmill (2) is connected with a power system (1) has departed from a target value, the control amount separating section (21) separates a target control amount of the reactive power for achieving coincidence of the system linkage point voltage (Vr) with a target value into a first control amount and a second control amount. The first control amount is a control amount in respect of the reactive power that causes fluctuation of the active power at the system linkage point. The second control amount is a control amount in respect of the reactive power that causes change of the power flow of the power system (1). The windmill control device (22) controls a switching element in accordance with the first control amount, and the capacitor bank control device (23) controls a capacitor bank (5) in accordance with the second control amount.
