A nonoriented electromagnetic steel sheet characterized by comprising 0.005 percent by mass or less of C, 0.003 percent by mass or less of S, 2.0 percent by mass or more and less than 4.5 percent by mass of Si, 0.15 percent by mass or more and less than 2.5 percent by mass of Al, and 0.3 percent by mass or more and less than 5.0 percent by mass of Cr, the remainder comprising Fe and impurities; the nonoriented electromagnetic steel sheet having a chromium-oxide-containing layer measuring 0.01 to 0.5 mum in thickness on the outer surface; and satisfying the relationships of 10 percent by mass<=2 [Si]+2 [Al]+[Cr]<15 percent by mass and (2[Al]+[Cr])/2[Si]-10t 2<=0.35, where [Si], [Al], and [Cr] refer respectively to the Si content, the Al content, and the Cr content (expressed as a percentage of mass) of the nonoriented electromagnetic steel sheet, and t refers to the thickness (mm) of the nonoriented electromagnetic steel sheet. |
