PROBLEM TO BE SOLVED: To provide a terminal device capable of reducing band occupancy time of a wake-up signal and activating a radio base station accurately.SOLUTION: A terminal device comprises a wake-up signal generation unit 231. A hash calculator 2311 of the wake-up signal generation unit 231 then calculates a hush value of identification information of a radio base station to output a bit string of n bits. A thinning-out calculator 2312 thins out bits from the bit string of n bits to output a bit string of p (
