PROBLEM TO BE SOLVED: To solve the problem in which: in using moving image compression encoding technologies such as MPEG-4 AVC, personal computers having encode dedicated hardware mounted thereon are becoming widespread; and the encode dedicated hardware can significantly reduce a CPU load and processing time compared with software encoders, but may output encoded data that cannot be reproduced in some reproduction devices depending on the use of the hardware.SOLUTION: Encoded data generated by encode dedicated hardware is converted at a syntax level to adapt to constraint conditions relating to decoding processing of a specific reproduction device. The converted data is subjected to encoding processing again from a non-compression moving image signal as appropriate according to the details of the syntax conversion so as to regenerate a syntax value. |
