PROBLEM TO BE SOLVED: To provide a transmission management system that solves problems caused by a fact that if a load due to control involving communication start has been tried to be distributed by installing a plurality of transmission management systems, when communication is started by control from one transmission management system, another transmission management device cannot learn which relay device is used for the communication, and consequently, the other transmission management system cannot determine which relay device should be connected with a newly added transmission terminal, and cannot perform control involving communication start.SOLUTION: A transmission management system receives domain information indicating a management system 50 which can perform control involving communication start using a relay device 30 when a terminal 10 and the relay device 30 are connected. The management system 50 is made possible to make another management system 50 perform control on the basis of the domain information if it cannot perform the control. |
