PROBLEM TO BE SOLVED: To provide a transmission management device that solves a problem of an increased load in a transmission management system caused by a fact that a conventional transmission system has performed control involving communication start by means of one transmission management system, and therefore, the load of the transmission management system increases if timing to start communication has been concentrated because the transmission management system by itself has to perform processing to connect a transmission terminal and a relay device.SOLUTION: A selecting device 80 outputs domain information indicating management systems 50 capable of performing control involving communication start using a selected relay device 30. This makes it possible to have any of management systems 50 indicated by the domain information perform control involving communication start using the selected relay device 30. More specifically, a load based on control of communication start can be distributed to a plurality of management systems, and it has an effect under which the load on a certain management system 50 can be reduced. |
