PROBLEM TO BE SOLVED: To more easily generate encoded data of plural types of frame rates from one piece of moving image data.SOLUTION: The image processing apparatus of this technique comprises: a rate control unit which controls the bit rate of first encoded data obtained by encoding partial frames of image data to generate low-frame-rate encoded data of a first bit rate and second encoded data of a second bit rate different from the first bit rate; and an integration unit which integrates the second encoded data with third encoded data obtained by encoding the frames of the image data other than the frames to be encoded by a first encoding unit, thereby generating high-frame-rate encoded data. The technique can be applied to an image processing apparatus or the like. |
