PROBLEM TO BE SOLVED: To provide a traffic jam assessment system, a traffic jam assessment method, and a traffic jam assessment program, which allow for accurately making various types of battery depletion probability-based assessment by providing more accurate prediction of a battery depletion probability that can arise from a traffic jam.SOLUTION: A traffic jam assessment system 1 includes; a first correlation information storage unit 62b for storing first correlation information; a second correlation information storage unit 62c for storing second correlation information; a traffic jam information acquisition unit 61c which derives an expected traffic jam length on the basis of a travel route acquired by a travel route acquisition unit 61a; an actual traffic jam length acquisition unit 61d which derives an actual traffic jam length from the expected traffic jam length obtained by the traffic jam information acquisition unit 61c on the basis of the first correlation information; a battery depletion probability acquisition unit 61e which derives a battery depletion probability from the actual traffic jam length obtained by the actual traffic jam length acquisition unit 61d on the basis of the second correlation information; and an assessment unit 61h which makes predetermined assessment on the traffic jam on the basis of the battery depletion probability obtained by the battery depletion probability acquisition unit 61e.
