PROBLEM TO BE SOLVED: To enable accurate detection of traveling environment in a traveling environment detecting device mounted on a vehicle to detect the traveling environment of an own vehicle.SOLUTION: A light control system obtains picked-up images capturing images in an advancing direction of an own vehicle (S110), and extracts parameters related to brightness of a surface of a road on which the vehicle travels from the picked-up images (S210-S230). Based on the parameters, traveling environment of the vehicle is estimated (S240). According to the light control system like this, surrounding brightness can be detected more precisely by estimating the traveling environment according to the parameters related to the brightness of the road surface. Consequently, the traveling environment can be detected with high accuracy.
