PROBLEM TO BE SOLVED: To reduce reactive power by voltage conversion when a light-receiving section such as an LED is driven and controlled by a small current.SOLUTION: A step-up section 110 performs voltage conversion of a voltage of a battery 100 and charges main capacitors 102 and 104. A step-up section 112 and a first current control section 114 step up a voltage corresponding to electrical energy stored in the main capacitors and apply a driving current to an LED 108. A second current control section 115 applies a driving current to the LED on the basis of the voltage corresponding to the electrical energy stord in the main capacitors. A logic circuit 116 selectively controls the first and the second current control sections on the basis of a light-emitting mode in driving the LED.
