PROBLEM TO BE SOLVED: To enable producing a predictive image having high accuracy without enlarging processing burden.SOLUTION: A difference image between motion-compensated images MCand MCextracted from different reference frames are calculated. A low-pass filter is applied to the difference image, and the gain of the obtained image is adjusted. A high-pass filter is applied to the image obtained by applying the low-pass filter, and the gain of the obtained image is adjusted. An image obtained by adding an output of a gain adjustment circuit 53 and an output of a gain adjustment circuit 55 is added to the motion-compensated image MCto generate a predictive image. The present invention can be applicable to devices performing predictive coding and devices decoding information decoded by predictive coding.
