PROBLEM TO BE SOLVED: To obtain sensing data in a required cycle on a time axis, and to effectively use network resources by efficiently compressing sensing data flowing through a network.SOLUTION: An accumulation condition determination unit 44 reads and writes a second use condition, selects the shortest cycle among cycles for each attribute and determines the cycle as a second accumulation condition. The accumulation condition determination unit further writes the second accumulation condition, reads and writes a first use condition, selects the shortest cycle among cycles for each attribute and determines the cycle as a first accumulation condition. The cycle of the first accumulation condition is determined to be shorter than the cycle of the second accumulation condition. A transmission unit 17 of a vehicle transmits compressed sensing data to a roadside gateway server 20 on the basis of the first accumulation condition, thereby activating a hazard prediction service providing unit 26. A transmission unit 29 of the roadside gateway server transmits the compressed sensing data to a central server 30 on the basis of the second accumulation condition, thereby activating a traffic congestion prediction service providing unit 35. |
