A packet transfer processing device according to the present invention comprises: collaborative processors (2, 3) for performing processing enabling collaboration for inbound processing whereby a packet is received from an access network and transferred to a core network and outbound processing whereby a packet is received from the core network and transferred to the access network; an input destination switching unit (5) for selecting the collaborative processor to which a packet received from the access network or core network is to be input; an output destination switching unit (6) for outputting a packet processed by the collaborative processors (2, 3) to a transfer destination network; an individual processing switching unit (7) for selecting the collaborative processor to which is to be connected an individual processor (10) for performing first individual processing for which collaboration between the collaborative processors (2, 3) is not possible for inbound processing; and a control unit (4) for controlling the input destination switching unit (5) and the individual processing switching unit (7), and for controlling switching between supply/shut-off of power to the collaborative processor (2).
