PURPOSE: A soil moisture restoration system using a satellite is provided to acquire efficient data about soil moisture on a region in which the interference of electric waves are heavy by using brightness temperature measured in the satellite. CONSTITUTION: A brightness temperature calculation unit (110) calculates brightness temperature on a soil region based on soil moisture assumed in advance on a random soil region. A comparison and analysis unit (130) compares the brightness temperature calculated by the brightness temperature calculation unit and the brightness temperature measured in a satellite on the soil region. When a difference of the calculated brightness temperature and the measured brightness temperature satisfies predetermined error ranges, the comparison and the analysis unit selects a value of the soil moisture assumed in advance about the soil region.
