PROBLEM TO BE SOLVED: To provide an access regulating method allowing a mobile machine having a special type of access class to be always handled preferentially.SOLUTION: A network access regulating method comprises: when a network is in a state requiring any access regulation, by a mobile machine, determining whether a reference value reported indicates such a value that any value generated by a mobile machine is determined as inaccessible, or indicates such a value that one mobile machine can be inaccessible and another mobile machine can be accessible; in a case of the latter, if user's machine has no special type of access class, performing predetermined processing using the reference value as a target for checking a relationship with a value generated by user's machine to determine accessibility and the like, and if it has a special type of access class, using a value capable of being accessible without performing the predetermined processing, as a value for determining accessibility and the like; and in a case of the former, if user's machine has a special type of access class, determining accessibility and the like on the basis of designation from the network, and if it has no special type of access class, determining as inaccessible. |
