PROBLEM TO BE SOLVED: To improve adhesion between an iron-based powder and an insulating film, and provide a soft magnetic powder particle improved in resistivity.SOLUTION: There is provided a soft magnetic powder particle in which a diffusion layer (3) diffusing Ni and Fe mutually is formed on the surface of an iron-based powder (1), and an oxide layer (4) made of an oxide containing at least Ni and Fe is formed on the surface of the diffusion layer (3).
