An apparatus for forming a flat surface of a glass substrate and method for forming a flat surface of a glass substrate capable of improving productivity and producing a high quality glass substrate with low costs. The apparatus for forming a flat surface of a glass substrate according to the present invention comprises: a glass substrate transport unit which transfers a glass substrate; a spray unit which sprays a liquid phase raw material on the glass substrate transferred by the glass substrate transport unit, and forms a flat layer on the glass substrate; and a raw material supply unit which supplies the liquid phase raw material to the spray unit. |
