The present invention relates to a light weight and thermokeeping fabric manufactured by using a high hollow yarn with an eluted water soluble polymer, and by a covering and twisting complex process in a two-way mode using the high hollow yarn with the eluted water soluble polymer and a stretchable fabric. The light weight and thermokeeping fabric is manufactured to have a yarn count of 61.7-198.5 de, the intensity of 3.15-3.58 g/d, and the ductility of 26.66-41.02% when T/M is 600. The stretchable fabric is spandex, and the manufactured fabric is functional sportswear and casual clothing.
