A data carrier in form of a laminated document (101) comprising plastic layers, comprising a non-flammable element (120) laminated between the plastic layers (111, 112) and having a form of a plate with personalized identifying marks (121) forming holes in the plate, wherein the non-flammable element (120) has a thickness above 50 micrometers and a melting point above 900°C.
