The present invention relates to a method for manufacturing a transparent surface heater and, more specifically, to a method for manufacturing a transparent surface heater comprising the steps of: forming a pair of electrodes to be opposite to each other on the outer circumference of a substrate; forming, including the electrodes, a heating layer including a transparent conductive oxide on the substrate; forming a patterned heating layer by scribing the heating layer with laser such that part of the substrate is exposed to the outside; and forming an insulating layer over the entire surface of the substrate so as to include the patterned heating layer. The electrodes in the transparent surface heater are formed over the entire surface of the substrate to improve thermal efficiency and prevent the deterioration of thermal uniformity which occurs in the enlargement of the transparent surface heater.
