The present invention provides an encoder in a transcoder for encoding image data obtained by a decoding process of an encoded stream based on MPEG standards.
History encoding parameters utilized in a past encoding or past decoding process in relation to the encoded stream are received in the encoder which performs an encoding process for the image data.
The encoder selects encoding parameters from among the received history encoding parameters, the encoding parameters to be utilized in the encoding process performed for the image data as utilization encoding parameters.
As a result, the picture quality does not deteriorate even if decoding and encoding processes are carried out repeatedly.
