PURPOSE: A congestion window control method of a touch control panel (TCP) is provided to include high process and high link usability by controlling a congestion window. CONSTITUTION: A TCP transmitter confirms a phase check flag, a packet loss flag, and a congestion determination index by receiving a confirmation signal from a TCP receiver (310). When the congestion determination index is smaller thanαand the phase check flag is 0 (312), the maximum size of the congestion window is calculated by multiplying the value of the calculated congestion window by a reduction index (314). When the congestion determination index is smaller than theαand the phase check flag is not 0, the value of the congestion window is compared with the maximum size of the congestion window (330).
