PURPOSE: A manufacturing method of a burner air-fuel ratio controlling apparatus is provided to recirculate hydrogen gas by a modifier burner, thereby improving the efficiency of a fuel cell system. CONSTITUTION: A manufacturing method of a burner air-fuel ratio controlling apparatus(100) comprises an oxygen sensor(500) which is installed in an exhaust pipe for detecting oxygen concentration in the exhaust gas discharged from a modifier(200); and a controller(600) controlling the amount inputted into the modifier by comparing the detected oxygen concentration and air-fuel ratio; a step of detecting the oxygen concentration of the exhaust gas discharged from the burner; and a step of controlling the amount of air supplied to the burner by comparing the detected oxygen concentration with a preset oxygen concentration.
