The invention relates to electric pumps for pumping gases, dielectric and conductive fluids and can be used in the chemical and electronic industries to create pressure in the electroconvective heat exchangers and electrohydrodynamic heat pipes.The electrostatic diaphragm pump includes a channel (1), the input (2) and output (3) ends of which are provided with bypasses (4), at the same time inside the channel (1) is placed a membrane (6), fixed on a bellows (7), also includes a dielectric chamber (5), fixed on the channel (1), perpendicular to its longitudinal axis, between the ends.
