The present invention relates to a character input device and a character input method. The character input device comprises: a touch screen; a word dictionary database; a first keypad information database in which information about a first keypad is stored; a second keypad information database in which information about a second keypad is stored; a first keypad generating unit for displaying the first keypad, including at least one or more character keys, on the touch screen in a character input mode; a first key touch recognizing unit for obtaining a character code, corresponding to the value of a first key, from the first keypad information database and calling a second keypad generating unit if touch on the first key is sensed in the first keypad; a second keypad generating unit for generating a second keypad and virtually displaying the generated second keypad on the first keypad according to the call of the first key touch recognizing unit; a second keypad touch recognizing unit for obtaining at least one character code, corresponding to a touch move operation, from the second keypad information database if the touch move operation is sensed in the second keypad; an input string generating unit for generating at least one or more input strings by combining the character code of the first key with the character codes obtained in the second keypad touch recognizing unit; and a word recognition processing unit for extracting and displaying the strings of words which are completed by performing string pattern matching between the generated input strings and words stored in the word dictionary database.
