The device (1) has a casing including a closed end and an opposite open end, where the casing is divided into two compartments. One of the compartments is located on the open side of the casing and partially filled with a deflagrating powder (11), and the other compartment is partially filled with a fire torch (18). An electric igniter (10) is provided for igniting the deflagrating powder. The open end of the casing is closed and sealed by a cover (12), where the igniter enters into the compartment having the deflagrating material through the cover.
