PURPOSE: A device and a method for generating stable universal time coordinated (UTC) time data are provided to normally generate UTC time data when a signal inputted from a global positioning system (GPS) reception module is not normal. CONSTITUTION: A UTC time data generator comprises a GPS signal processor (100), a main UTC generator (200), and a sub-UTC generator (300). The GPS signal processor determines the state of synchronization by checking the error of time of day (TOD) data and each period of a pulse per second (PPS) signal by receiving the PPS signal and TOD data from a GPS reception module. The main UTC generator generates UTC time data by using the TOD data received from the GPS signal processor of the synchronization state. When the sub-UTC generator does not receive the TOD data from the GPS signal processor during a cycle, UTC data is generated by using the UTC time data generated by the UTC generator.
