PROBLEM TO BE SOLVED: To provide a blocked polyisocyanate composition that does not substantially contain an organic solvent, and is low in viscosity, and that excels in compatibility with a main agent that is an active hydrogen compound.SOLUTION: A blocked polyisocyanate composition is obtained from: at least one kind of a diisocyanate compound selected from an aliphatic diisocyanate and an alicyclic diisocyanate; a polyisocyanate obtained from a 1-20C monoalcohol; and a thermal dissociation blocking agent, wherein a molar ratio of an isocyanate group to an allophanate group in the polyisocyanate is 10/90-80/20, and the blocked polyisocyanate composition does not substantially contain an organic solvent. The thermal dissociation blocking agent is desirably at least one kind selected from oxime-based, acid amide-based, amine-based, active methylene-based, and pyrazole-based compounds. |
