PROBLEM TO BE SOLVED: To provide a technique for easily providing an application for a portable terminal even at a place where cable or radio network lines cannot be used.SOLUTION: An application providing terminal 1 provides an application for a first portable terminal 2 which performs communication by a first short-range radio communication system and a second portable terminal 3 which performs communication by a second short-range radio communication system. The application providing terminal 1 comprises: first communication means which performs communication by the first short-range radio communication system; second communication means which performs communication by the second short-range radio communication system; a storage unit which stores the application and a setting file; first application transmission means which transmits the application and the setting file to the first portable terminal after communication with the first portable terminal is established; and second application transmission means which transmits the application and the setting file to the second portable terminal after communication with the second portable terminal is established.
