PROBLEM TO BE SOLVED: To provide a picture information database manufacturing device by which a monitoring operation picture can be checked outside a plant monitoring operation device.SOLUTION: A picture information database manufacturing device 101 which manufactures a picture information database 103 for every picture ID for creating a plurality of monitoring operation pictures by a plant monitoring operation device 102 which monitors and operates a plant, includes: a simulator processing unit 1 which can perform simulation in the plant monitoring operation device 102; and a drawing generation processing unit 3 which creates the monitoring operation picture for every picture ID identical to that of the monitoring operation picture from processing of the simulator processing unit 1 using the picture information database 103. |
