PROBLEM TO BE SOLVED: To provide a soil structure capable of integrally suppressing the deformation of a road and soil in a section encircled by the road during an earthquake, and to provide a soil improvement method.SOLUTION: The soil structure includes a liquefaction layer 14 to be liquefied by the quake of the earthquake, a supporting layer 15 provided on the lower side of the liquefaction layer 14, an underground wall 13 constructed by inserting a plurality of soil retaining materials reaching the supporting layer 15 right under a road 10 provided on a ground surface on the liquefaction layer 14 or beside the road, or agitating and mixing sediment and a solidifying material added thereto to create a plurality of improvement bodies extending to the supporting layer, while encircling the liquefaction layer 14 in a section 11 encircled by the road 10, and a plurality of drain members 16 provided in the liquefaction layer 14 encircled by the underground wall 13, extending from the supporting layer 15 to the ground surface and each having a plurality of openings. |
