A power supply control unit 30 supplies, according to a set signal, power to all of the buffers 27A and 27B, the buffer readout control units 28A and 28B, and the LLID conversion units 29A and 29B for a downlink transmission system which is placed into a used state, and cuts off power supply to part or all of the buffers 27A and 27B, the buffer readout control units 28A and 28B, and the LLID conversion units 29A and 29B for a downlink transmission system which is placed into an unused state.
