A host device having identification key information (IDKey) and first key information (HKey) allocated thereto, and wherein: a verification unit determines whether or not there is a match between a random number generated by a random number generator, first one-way converted data obtained on the basis of the identification key information (IDKey), the first key information (HKey), and encoding secret identification information (E-SecretID) read from a device to be authenticated, and second one-way converted data received from the device to be authenticated; and, if the determination result is positive, performs one-way conversion on the secret identification information (SecretID) and on secret information (ASSV), and generates one-way converted identification information (EMID).
