The device has a piston (12) that is movably installed along a longitudinal direction of a cylinder (11). The cylinder is divided into an upper chamber (11a) and a lower chamber (11b). A piston rod (13) is installed in the cylinder and is connected to the piston. The piston rod is comprised of an oil flow chamber (13a) and a valve mechanism (14). The valve mechanism is operated to open and close to connect the upper chamber of the cylinder selectively with the oil flow chamber of the piston rod.
