PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing fine particles and toner employing an injection granulation method that prevents discharged liquid droplets from coalescing with each other to enable manufacture of fine particles and toner having a narrow particle diameter distribution.SOLUTION: An apparatus for manufacturing fine particles includes: a liquid droplet discharge means that imparts vibration to the inside of a liquid column resonance liquid chamber to which a solvent in which constituents of the fine particles are dissolved or a melt of constituents of the fine particles to form a standing wave by liquid column resonance, and discharges the liquid from a plurality of discharge holes formed in a region to be loops of the standing wave to form the liquid into liquid droplets; and a solidification means that solidifies the liquid droplets by an airflow. The plurality of discharge holes are arranged in a manner such that each of the nozzles does not overlap each other relative to a direction of the airflow.
