PROBLEM TO BE SOLVED: To obtain a glare-proofing effect and clearly project a projection content.SOLUTION: A first acquisition unit 30 of a projection device 12 acquires a projection image including a projection content that is a projection object. A projection unit 26 projects an image onto a projection object area. A image capturing unit 27 acquires a captured image obtained by capturing the projection object area. A identifying unit 29 identifies a specific area indicating at least one of a person and a movable body on the captured image. A creation unit 32 creates a light distribution image in which first brightness of a first area corresponding to the specific area is higher than second brightness of a second area other than the first area. A generation unit 34 generates a synthetic image of the projection image and the light distribution image. A control unit 28 controls the projection unit 26 so as to project the synthetic image as an image onto the projection object area.
