PROBLEM TO BE SOLVED: To prevent the occurrence of a belt-like area having different brightness from another part in an image display device of a passive system using a pattern retardation film.SOLUTION: A substrate 2 made of a transparent film material is provided thereon with a phase difference layer 4 that applies phase difference corresponding to light emitted from an image display panel. The phase difference layer 4 has first areas A applying phase difference to transmitted light, and second areas B applying phase difference different from that of the first areas A to the transmitted light, which are provided sequentially and alternately; and the first areas A and the second areas B are formed to have meandering boundaries.
