The present invention relates to a device for removing and filtering initial rainwater, capable of guiding the rainwater in which foreign substances are removed to a water storage tank by inducing the rainwater while the rainwater forms vortexes and bypassing the rainwater including the foreign substances. The device comprises: a manhole body in which an accommodation space (110) is formed; an inlet pipe (200) inducing the outer rainwater to the accommodation space; a first division plate (300) fixed to vertically divide the inlet pipe and the accommodation space and in which the rainwater induced through the inlet pipe is collected; a filter member (400) in which the upper end is penetrated to the first division plate, filtering the foreign substances provided from the first division plate, discharging high quality water in which the foreign substances are removed to the lateral side, and penetrated from the upper end to the lower end to discharge low quality water including the foreign substances to the lower side; a second division plate (500) fixed to divide the accommodation space and in which the high quality water of the filter member is collected; a high quality water discharge pipe (600) to be adjacent to the second division plate to discharge the high quality water collected in the second division plate to the outside and installed to be penetrated to one side of the manhole body; a third division plate (700) in which the low quality water discharged to the lower part from the filter member connected to the second division plate; and a low quality water discharge pipe (800) installed in order for the low quality water collected in the third division plate to be penetrated to the other side of the manhole body.
