When a network is in a state requiring an access barring of some sort (S310), it is determined whether a notified reference value in a mobile device indicates a value such that access is defined to be impossible irrespective of the numerical value generated by the mobile device, or indicates a value at which access may be impossible for one mobile device but possible for another mobile device (S315). If the latter is the case and the local device does not have a special type of access class, a predetermined process is performed in which a reference value is used (S350) to investigate the relationship (S430) with the numerical value generated by the local device (S420), whereby whether nor not access is possible or the like is defined, and if the local device has a special type of access class, a value that enables access is used as the value for defining whether or not access is possible or the like, without the predetermined process being performed (S360). If the former is the case and the local device has a special type of access class, whether or not access is possible or the like is defined (S370) on the basis of a designation from the network, and if the local does not have a special type of access class, it is determined that access is impossible (S440). |
