Embodiments of the present invention provide a method and device for evaluating video quality, which can accurately evaluate the video quality. The method comprises: according to a target video, determining an actual quantization parameter and a critical quantization parameter of the target video, the critical quantization parameter being a maximum quantization parameter of the target video in the case where human eyes are incapable of recognizing distortion; and determining quality of the target video according to the actual quantization parameter and the critical quantization parameter. In the method and device for evaluating video quality according to the embodiments of the present invention, by determining the critical quantization parameter of the target video and comparing the actual quantization parameter with the critical quantization parameter, it is correctly determined whether the subjective quality of the target video strictly follows monotonic variation with respect to the used actual quantization parameter, thereby correctly evaluating the video quality.
