The present invention relates to a clip discharging and fastening device for successively discharging clips contained in a cartridge one by one. The clip discharging and fastening device comprises: a clip cartridge receiving part which receives a clip cartridge filled with multiple clips therein; an elastic unit; a push handle in which a portion of the top end thereof is inclined; a bearing which is stuck to the inclined portion of the push handle and moves in a horizontal direction when the push handle moves in a vertical direction; and a shaft which has one side connected to the bearing to be horizontally movable and successively discharges the clips received in the clip cartridge to the outside one by one through the horizontal movement thereof.
