PROBLEM TO BE SOLVED: To provide a light-emitting element for restraining increase in drive voltage, and a light-emitting device for reducing power consumption by including such a light-emitting element.SOLUTION: In a light-emitting element comprising an EL layer between an anode and a cathode, a first layer in which carriers can be generated is formed between the cathode and the EL layer in contact with the cathode, a second layer that transfers electrons generated in the first layer is formed in contact with the first layer, and a third layer that injects the electrons received from the second layer into the EL layer is formed in contact with the second layer.
