According to an embodiment, an object detecting apparatus includes an image acquiring unit and a determining unit. The image acquiring unit is configured to acquire a target image within a second range included in a first range. The determining unit is configured to determine whether an object not captured in a reference image captured by the image capturing unit while the image capturing unit moves within the first range is captured in the target image, on the basis of a difference between each frequency of pixel values in a histogram for a first region and each frequency of pixel values in a second region of the target image corresponding to the first region, the first region being one of regions each extending in a direction of blurring caused by movement.
